Lots of problems reported are the "this is a picture of some other similarly named place" sort. Is there a standard way of handling that?
My understanding is that the flickr tags are/can be used to generate phtos for locations.
Should I select "won't fix" and mention the flickr tag issue? (Perhaps with a kind invite to upload a user photo.)

Thanks for bringing this up. There was a bug on places pages, that was hiding the "report bad pictures" link, so everyone was submitting them as "other problem". The bug is fixed and will be released soon, so hopefully we'll see people using the "bad photos" problem-type for bad photos.
Until then, please do what you describe, or convert the problem to a "bad photos" problem.
